
Otto Aviation has announced plans for a manufacturing and final assembly facility at Cecil Airport in Jacksonville, Florida, involving more than $430 million. Manufacturing Dive reported the project on June 18, 2025. Production of flight-test aircraft was planned for 2026; this development milestone is separate from passenger service.
A manufacturing project with distinct stages
The project can be understood through the sequence of preparing a production location, assembling aircraft and evaluating the resulting aircraft. Each stage answers a different question. A building may be ready for work before an aircraft programme is ready for commercial operations.
